Rooting advice

Not very, if you make sure you understand what you are doing first (but see karandpr's post below).

The procedure depends on the device. It's best to ask in your own device's All Things Root forum. There will be a sticky post there, All Things Root Guide, with home helpful links, and of course you will find information in the forum itself.

If you have any doubts at all, ask for advice before proceding. Better to avoid a mistake than to have to recover from one.

Depends

If you are using software like Odin and/or you have to unlock bootloader to root then yes ,it is risky

If there is an exploit with which rooting is possible or if there is a recovery with which rooting is possible then it's safe .

Depends on device and Android OS available .

There is always some risk which is magnified if you don't read up on the steps. Stick to a good and tested guide for your device and do not skip ahead and you should be fine.
