Root Rooting Android 4.3

I'm confused. I thought that you needed to root in order to use Super User apps? But this one actually roots an N7 with 4.3?

Or do I need to root first, then install this?
 
Sorry for any confusion.

What you are downloading is a flashable zip for recovery. Flash in recovery for root. This will root the phone and install the SuperSU app.

Thanks for the info... I ended up downloading a rooted 4.3 update and flashed it (using the TWRP recover I didn't even know I had installed :) ). And it seems to be working great.

If you wouldn't mind another question...

I've ordered the new 2013 N7 and will be giving my current model to my wife. I want to return this one to near-factory but rooted condition before I give it to her.

If I just go into recovery and wipe cache and data, will that then boot up as if it's a new device, asking the initial setup questions and all that?

Could you expand/explain this a little for this dense geriatric, please?
As I read it, it seems to say 'put your device in recovery mode, then flash the SU binary zip file to the device and bingo, you have root (again)'...

I'm asking because my SuperUser says "no binary found" or similar on my old N7, which used to be rooted before the 4.3 OTA messed with it...
