Rooting Samsung Charge ADB?

So I've found several threads on how to root the Charge and all seem pretty simple. The problem I'm having is that all of them say to "push" the files onto your phone. When I looked into what that meant, I believe it was referring to a program called ADB or something. Heres the link to one of the sites that have these instructions. Does anybody know what it means to "push" the files on and what I need to do to get/use ADB?
