Rooting your phone gives you access to all the files which make up your phones system.
To be able to use any service provider you need to unlock your phone. This is completely different. You do not need to root your phone to unlock it or vice versa. Normally to unlock your phone you need a code from your existing carrier which may or not be free of charge depending on who it is and where you live.
