It goes way back to the old Soviet regime. It's in their history and DNA. If their athletes win it proves that their country is superior or something. Nationalist pride....at any cost. It's actually cowardice. (Now, having said that, I'm going to be diligent to be on the lookout for Soviet spies trying to get me!)
It may be the athletes striving for recognition and not the country. Whatever, it is a shame. The intense long training is the same if doped or not. That's a huge investment in time and effort to then lose the chance to compete. I hope that the athletes not cited get the chance to participate.
