Help S-ON Unlocked Non-rooted "Encryption Unsuccessful"

Seems I allowed Outlook to Encrypt the phone but it seems to have corrupted it.
When powered on, all it comes up with is "Encryption Unsuccessful"

I can get to the Recovery & Fastboot area.

Have tried to redo a few ROMs Ive found via Fastboot but they always Fail at the end.

Do I need to make it S-OFF for this to work?
