S3 4g and wifi issues

So when I tried to download stuff, surf the internet, or anything my S3 uses 4g even if the wifi is on killing my data. I heard the caller id fix but that was a couple months ago and that I don't even have that on my phone. Any tips?

Turn the phone network (in Settings/Wireless) off when you're using wifi.
