S3 home screen

My friend has HTC sensation and on her phone if you swipe the home screen pages really quick they minimize and start spinning round and then go back to normal. Is that an android effect? Is it possible on my s3 i9300? I've tried but it doesn't happen

is go launcher safe?? someone told me to avoid it cause it lags the phone and drains the battery and my software will get messed up

I've never seen it listed under Battery as a battery draining app.
