Help S3 not working! Urgent!

Hey Guys, I'm having a problem with my mum's S3 LTE that I haven't seen on other forums. Her phone doesn't turn on, but is stuck on the charging symbol. It's been in the charge for 2 hours now, but no change, it stays on that symbol and it doesn't charge at all. Even when you take the battery out, the icon stays, and it doesn't turn off, meaning I can't boot it into different modes. Her carrier is EE/T-Mobile, and her phone is very important to her. HELP!
 
You didnt mention what happened to reach this state, if it is related to flashing then I had exactly the same issue after missflashing a new room, also unable to boot into recovery. After several attempts, battery out-in, when replacing the battery the phone entered in an infinity loop battery charging/attemting to boot by itself then back to battery charging/attemting to boot by itself... Etc. The battery charging status (part of the loop) lasted a couple of seconds before attempting to boot, so I realized that I needed to get to enter into recovery (vol up+power+home for galaxy s3) in that gap only (2 sec)... It finally worked out and my phone is doing great again sfter flashing the correct room.
