s4 wifi cant connect

Ive searched the internet and tried so many things but still wont connect.
I press wifi and it goes dull green then 5 seconds later goes off. It doesnt come up with any wifi connections.
I've tried it at home and work and parents house, same problem.
I'm not rooted and Im not confident in doing it.
it used to work fine and two weeks ago it just stopped working.

Ive factory reset it, ive tapped the back, ive turned it off and on again ive removed the battery, ive wiped the cache and many more.

Any resolution to this? I've taken it to samsung and they said it would cost money so I want to keep trying first.
 
Have you tried this procedure:
  1. From the Home screen, tap the Menu key.
  2. Tap Settings.
  3. Scroll to and tap Wi-Fi.
  4. Long press the network you’re connecting to.
  5. Tap Forget Network.
  6. Tap the Menu key again.
  7. Choose Advanced.
  8. Make sure Passpoint is set to Off so that the phone won’t automatically connect to Wi-Fi access points that require additional authentication through a web browser.
  9. Turn Auto Network switch to Off by unchecking the box.
 
I can only suggest that you use Kies and see if you can flash the original S4 Firmware as it sounds like you are missing a file in the WiFi program.
 
Did you get the correct Kies version for your S4? Are the Samsung drivers installed on your comp?
 
To change USB settings > Dial *#0808# > USB > AP > USB settings > MTP+ADB > OK > Return to open screen. This should ensure the phone connects and you will have previously set USB Debugging? Neil.
 
I tried to back up using kies and it wouldn't connect to it
That is the way to ensure you get the phone recognized by the comp - USB Debugging needed to transfer Data. You should now be able to connect your phone to your comp and Kies should connect and recognize your phone.
