safe mode out and can't access apps

could anyone please help me...iam newbie about android..my phone is HTC glacier 4g, and my problem is it sets on safe mode and i tried many times to reboot and even factory reset, but still on a safe mode and whenever i download an apps i can't open the apps.. i dont know what to do?
