Safe mode

It is used for testing.

In Safe Mode all apps that you added are disabled without you uninstalling them.

It goes like this ...
You have an unexplained problem.
You Wipe Cache Part ion deleting all temporary data.
You reboot and don't have the problem - solved.
You reboot and do have the problem - perhaps its an app you added

You reboot into Safe Mode.
If the problem is gone it is caused by an app that you added. Figure out which one and remove it.
If the problem is not gone you have a different issue ... hardware or firmware.

This approach is appropriate for un-root-ed devices and not appropriate for root-ed devices.
