Why does this pop up All the time?

Im going crazy because it connot install? Some network flunk??

What device do you have there?

update failed due to network error
I hope that's a close translation, but are you connected to the network with no issues?
 
I suspect it's spawned by an app you have dnld. Look for something newly installed that coincides with the offending popup. Remove that app. I hope that's the answer for you.

If you look in your notification tray you'll see an icon that looks like a shield. That would indicate some type of security app. Have you recently installed a security app? Or activated one that came with the phone?
 
Since you are running Jelly Bean you could try running in Safe Mode (disabling all apps you added without uninstalling them). If the problem stopped you would know it was caused by an app that you added.

Samsung phones are goofy. Try this ... power off the phone. Then press the power button to turn it back on. When the Samsung logo pops up press and hold both volume up and volume down buttons until it finishes booting (it might seem to take a long time). When the lock screen appears, it should say "safe mode" and the bottom.
 
Okay, so now im in safemode thanks to the amazing google.. Now, how do I find that safety update again when its not in my upper processbar!?
Never had so much trouble with my phone before.....
