I bought a used device but it will not let me get past the google set up, keeps telling me \I have to wait 24 hours after password change? but its now been 30 odd hours helppppp

Did the previous owner sign out of the factory data reset system before selling it to you? It sounds like they did not, in which case you'll need their google account details to get into it.

If what you have encountered is the "Factory Reset Protection", which is my best guess, then the whole point of it is to stop a thief just resetting a phone and using or selling it. So if that is it (and if you can provide more information that may help us be sure, but that's what it sounds like from the bit you've said) there is no way without help from the seller.
