I have just bought a Samsung Galaxy Gio GT-S5660 and wanted to download some of the free Samsung Apps using Kies. I installed the latest version of Kies (2.3.1.12044_18) and also allowed windows 7 (32 bit) to install the latest drivers for the phone and the USB driver. I have the same problem with mine, although I'm using XP.
The turnaround I've found is to start Kies and wait 'till it is fully loaded
THEN I connect the USB cable and, usually, it is recognized.

PS: My Kies is 2.3.0.12035_16 but I don't think it makes any difference
