Help Samsung Galaxy S Relay 4G - Unable to Enable Developer Options

I want to root my Samsung Galaxy S Relay 4G and flash with a custom ROM; however, I am unable to activate Developer Options and therefore, unable to enable USB Debugging. I tapped the Build Number 7 times in the "About Device" section of Settings, but this did not work. This phone has been hacked and the Build Number is not what I would expect to see for the Samsung Galaxy S Relay 4G Model SGH-T699. The Build Number showing on my phone is T699-CCI-CONVERSA-ITEP.2014.03.24.1533.

Is there a procedure that I could use to root and flash my phone and regain control of it from the hacker?:(
