Help Samsung Galaxy S3 "Obtaining IP Address"

I have a Samsung Galaxy S3 from Koodo... it has always been connected to my homes wifi.. 1 week ago it just stopped working when I enter the password and try to connect it gets stuck on the "obtaining ip address" SO this is a list of things I have tried

-Clear cache partition on phone
-Factory reset phone
-Changing ip address on phone (static ip) -phone connects but not internet access
-Forgetting the network
-Turning wifi off and then on
-Restarting phone and removing batter
-Rebooting Modem and Router
-Resetting Modem and router.

STILL IT WONT CONNECT... there are 4 laptops, 1 desktop, 4 cellphones and an ipad all connected to the wifi... but mine won't connect... I got a friend to try to connect and hers wont either when it use to aswell

WHAT THE HECK DO I DO!! Im over on my data now because my wifi/phone is being stupid and I have tried everything!!!
 
Check your router to see how many DHCP slots you have. You already have 10 devices connected. If you have 10 DHCP slots, the router can't issue any more IP addresses. (If you use a static IP address, it has to be one not being used by another device and, in many routers, outside the DHCP range.)

Connect to the router itself with one of the computers (usually at the gateway address) and see what the beginning and ending DHCP addresses are (or how many slots are being allowed - different routers list it different ways). Make sure you have an available slot for your phone.

Another diagnostic technique is to take the phone to someone else's house, or to someplace there's a public wifi signal, and see if it can connect. If it can, the problem isn't in the phone.
