Help Samsung galaxy s4 cannot dial *111

i have a samsung galaxy s4 verizon sch-i545 and its rooted and its suppossed to be unlocked, but when i tried either to call my carriers help center ( mexico, telcel) *111 it says mmi code not valid and that happens with my voice mail, when i dial *86 it dials instead just a +1, normal calls i can make, internet too, but only those i have a problem with, my mail voice it is configured to *86 i dont know what could it be

This must be carrier specific because I can dial that number. Nothing happens because that's not a real UK number but I can dial it fine.

Same here. LTE international unlocked, Malaysia. Dial the number without problem. It just doesn't lead anywhere.
