Yes, both using your phone on data and on wifi (if your PC does not have wifi)
Data tethering with USB lead or using the phone as a wifi hotspot may be blocked by your carrier - some allow it and some don't.
For wifi tethering witha usb lead, enable wifi on your phone and also enable usb tethering. Your PC should connect. (In fact i'm doing that right now to check it works!)
