Samsung Grand Prime Plus out memory always

Hi,

I have 2 devices,

Samsung Grand prime plus (6.0.1 android)
Samsung Tab E 560 (4.4.4)

Both have 32 GB cards, my tablet is storing all new apps in card but my phone is storing everything in phone. I have tried best but every time its out of storage. I cannot update software cause there is no enough memory.

While in tab I have no such issue. I guess with software upgrade I should get more facilities but its actually downgrading.

can I fix my phone and store everything in SD card?
