Help Samsung Note 2 not charging

My Samsung Note 2 used to charge when plugged via usb to my laptop. How come it is not charging anymore? Any tips on what to do about this?
 
My guess is that the cable has been damaged... Or the USB port of the laptop isn't spitting out enough juice... Change the cable and see if it charges when the note is turned off
 
Just be happy it's not a Note 7:
