Well I need. Ask how att black list my phone look it had a factory default so att replaced them I had to send my old ones back and oh payed 749.00 for each one of them note even know they replaced them how can they can black list them as lost ,stolen so now the only way is to get the meid changed can u take a att to Verizon I know u can't take it to tmobile if your on black with companies can take it to in the USA with black list meid I need help can't root the att note 4 yet or can u I been reading up on it I know I can do on my own if I can just get help rooting or just change meid

AT&T themselves should be able to tell you why. If, as you say, the replacement has been blacklisted then it may be a simple error that can be fixed with a telephone call.

Btw you won't be able to use an AT&T (GSM) device on Verizon's (CDMA) network as the technology is completely different.
