Could be lot of reasons, but see if someone can make you a Play apk file and you can run it (which will install it). Since Play is so closely linked to the rest of the Google stuff in the phone, almost anything could be doing it.
Is the phone rooted? Flashed with another ROM? You might want to consider flashing a ROM just to see if that brings it back.
