Help screen changing problem/?

Just noticed this but when i scroll from screen to screen on the 7 home screens the phone. Contacts and app drawer icons stay visible mixed in with each dot for the screen# they used to go away when i scrolled. Any idea what's causing this? Or have they always been in the background when switching screens and im just really slow?

Ok upon further review the 3 icons on the bottom of the screen did go away before when i scrolled from home screen to secondary screens. Now they just sit there behind the screen dots and home screen icon. Any idea on how to fix this?

Using this video as an example. His bottom 3 icons slide down out the way when he scrolls screens. Mine doesn't and im looking for a fix.

Uninstalled battery watcher widget. Rebooted. Everything is back to normal.
