Screen saver app?

Is there an app that will allow me to play a live wallpaper full screen, without the notification bar or the nav bar at the bottom? I often leave my phone on the alarm clock screen saver so that WiFi speed doesn't go to sleep when I need it for significant cloud syncing or app updates.

Not necessary. Sync will run when needed if WiFi is left connected, which takes almost no power. Certainly much less than a screen saver. WiFi will stay connected even if the phone sleeps.

I see where you're misunderstanding me. I'm using FolderSync to pull 6 GB of music from Drive, and turning the screen off throttles the phone's WiFi.

Turning the screen off should not 'throttle' WiFi. Doesn't on my HTC Amaze or any other devices I've used. Screen on or off has no effect.

Could you have a problem with Google Drive?

Must be just a Galaxy Nexus thing then? I just verified this with SpeedTest.Net. With the screen on, my Internet speed is about 30Mbps, but with it off, it's more in the region of 300Kbps. I have to keep the screen on when I'm doing file transfers over AirDroid, or the speed is terrible.
