Scrolling toggle bar in notification window

When I swipe down to reveal the notifications window, the bar of toggle switches (for wifi, bluetooth etc) scrolls a little bit. It's really annoying and didn't do it on my S2.

Is this normal or some sort of fault? Is there anyway to stop it doing it?
 
I don't like it either, but it's a minor annoyance. I think they did it so that the mouth breathers know that there are more toggles.
