I have installed a micro sad card on my Htc one but when I try to move an app to it only allows me to move it from Internal storage to app storage or vise versa can any one help me?

Unless your phone is rooted you can't just do that anymore. Wikihow explained it "Most phones running Android 4.0 - 4.2 will NOT be able to move apps. Google has removed this feature from the operating system.[1] It was reenabled in 4.3, but only for specific phones, and the app developer has to allow it."

The rooting procedure varies from phone to phone so be sure you find a good guide and understand what it means before you begin that process. Rooting has been known to void your warranty so you really, really have to want or need to do it before you take that step.

...which will do absolutely nothing useful. Not only has it not been updated since August 2011, and therefore completely ignorant of any permissions changes introduced in Android 4.x, the few reviews are universally negative.
