How do transfer what is on the sd card ti the phone. I just bought the Samsung Galaxy 3 phone
 
It's "in" the phone if it's on the SD card. The SD card is used for storage by the phone.

If you want the file to be in a certain folder, use a file manager like Total Commander. (Depending on where you want it, you may have to root the phone.)
