Apps SDK Tools Install

Hey guy's I'm doing some work with a friend with an Android. I have the tools program installed and when I go into the SDK Manager Program and select different packages to install to the phone, it tells me that my access is denied for all of the packages it's trying to install. I had this problem before and I managed to fix it, but I had to do a factory reset on the phone and I cant for the life of me remember how I managed to fix this problem. Any Help and or Input would be GREATLY appreciated.. I saw a few posts on here about it but none of them seemed to answer my question so I did look before I asked. Thanks!

I had an Idea and maybe you guys could tell me if I'm right or wrong on this, I have my device set to allow it to connect via USB, and the device shows up in my Device manager, but it does not show up when you open My Computer under the various devices that are connected HD's, Thumb Drives etc.. I'm running Windows 7 64 bit and It makes that sound where it connects, and within 5 seconds it makes the disconnect sound, even though it's still connected and still recognized within the device manager. I was wondering if that could be contributing to the issue?
