Have a look at GpsFix.
Before you run it go into airplane mode. Ensure wifi is OFF and then enable GPS.
Make sure when you enable GPS that you select the GPS only mode setting. Disallow Google in GPS as it will never give you higher precision.
Run the app and let us konw what happens.
