Security PIN

I factory reset my mothers galaxy express and now cannot put a security PIN on the lockscreen. Any ideas on how to fix this?
 
The lockscreen is either off or on swipe. Set it (in Settings/Lockscreen) to PIN or password (which is more secure than PIN - there are only 1,000 possible pins).
