No but there is a GTA for gameboy advance. That's the closest you'll get for now.

is the gameboy one the same as the psx one as in you need to mess with folders on a pc before I can play or is it like the sega genesis one, download and play?

Phones would have to be a lot more powerful to emulate the DC I am afraid.
