I guess that could be the reasons that their cars get rear ended.

I expect that at some point the hard cap will be raised. They are still not close to the cars' being commercially available for general use yet. It would make sense that you maintain some safety margin until you gain more confidence in these cars.

guessing the stick shift fell into "R" reverse .. while the owner was outside of the car.
