They won't let me uninstall them and won't be removed with factory reset/hard reset.
The phone I'm using is LG G4C. About carrier. It doesn't have any carrierIf a factory reset doesn't get rid of them, then I'm afraid @Jhayzone is correct. You're going to need to reflash the factory firmware to get rid of it.
What phone do you have and who is your carrier? Maybe we can get you decent instructions on how to do it.

I appreciate your help. Do you know anyone who could help me?There's a difference between being a device administrator and having root access, and between being a device administrator and being installed to system.
But those are installed as system apps, which is why a reset won't remove them. You need to reflash your device.
(Some of them are also trojans, i.e. we're almost certainly hidden in something you installed. Possibly one of them then installed the reset).
Unfortunately I also don't know LG devices, so can't tell you how.
The actual firmware would depend on the particular device, but the tools and procedures will probably be similar to other LG devices. I know that @El Presidente has owned LG devices (though his experience with the G4 was not good!) so I'm tagging him here to see whether he knows or can suggest someone who can.I appreciate your help.
