I take it you mean selling your own apps, as you wouldn't be able to sell other peoples work!
If you have developed your own apps, but cannot sell them on Google Play, as paid apps are not allowed in that country (I'm sure I read something about that somewhere recently), then why not set your own, developer, website up and sell your apps yourself, from there... I know that the developer behind Tasker sells the app on the Tasker website, as well as on Google Play.
