how can I send sms after specific amount of time or in a specific date and time?

but it has to be totally reliable, in case the phone is closed at that time, etc

Go SMS allows you to schedule text messages.

I don't think ANY app can let you send messages with the phone turned off.

Handcent allows you to set SMS schedules. Only thing is, the phone has to be powered on though. (It can't send when powered off.)

The device has to be powered on and you must be in range of a data network. On a mobile device, that last part is not always true (even if you have good signal strength). I don't think any app can meet your "totally reliable" criteria (unless you are in range and never move).
