Sending apps physically

I have a brother overseas and he has the Droidx but of course cannot get on the service to download any games or apps. Does anyone know of a way to download apps to an SD Card and send them to a phone that will be off the grid? I would like to send Rom Gripper and Nesoid via SD Card and have them work by plug and play in his phone.

Welcome...

You can download the apps' .apk and put in on an sdcard and install from there. Without some type of data connection there would be no other way

Welcome to the Android Forums!

If you brother can get access to WiFi service over there then he can download apps via WiFi. Without WiFi, he can most definitely install apps downloaded to a micro SD card. One thing he'd have to do on the phone is set the phone to allow installation of apps from unknown sources.
