I have separate screens for notification and dot

anyone know how to merge them into one?

when I swipe down, these two screens alternate more or less randomly

The 1st swipe down is your notification shade. Swipe down again and that's your settings tile shade.

no its look like these two sreens are totaly separate,if I swipe down again nothing happend I made you a video to explain situation beter
