Help set date format dd.mm.yyyy in Android v5.1. despite GUI-language=english?

The GUI language of my Android 5.1 (!) system is english.

The default format therefore mm/dd/yyyy

I want to switch to (european) date format dd.mm.yyyy

As far as I know in earlier Android versions like 5.0.2 this was possible in menu

settings-->date & time

However in Android v5.1 I do not find here any settings for changing the date format.
It seems to me that the built-in format is unchangeable linked to the GUI language since v5.1.
Maybe the place for switching has changed.

Where can I adjust the date format otherwise in v5.1?

Where is it showing mm/dd/yyyy? In my status bar it shows "WED, 17 FEB 2016" are you looking in the status bar and seeing 02/17/2016? Or is it in a widget on home screen that is showing this format? Or elsewhere again?
 
My "Date and time" settings allow me to specify the date format.

You've not said what device you have, which may be relevant as different manufacturers do different things in their updates.

Thats why I mentioned explicitely Android 5.1
The "date & time" section look like the attached snapshot.
No scrolling possible.

I am using Motorola Moto G

@SavageRobot: Some Apps (like chompSMS) retrieve the internal date format which in turn seems to be linked to the GUI language. If I switch the GUI language the shown date format switches accordingly.

So again: How do I adjust date format in Android 5.1

Must be manufacturer specific yes, my LG only has the option to change Time format 12/24hr. As @Hadron says might help to know manufacturer. Did you update same phone and before it let you change and since update didn't? Doesn't look like there is a way to change from your screenshot though :(
 
One thought: you say your language is "English", but which English? My guess is that it's basing the date format on the language preference, so if you have US English set as the system language it assumes you want a US date format. I'll bet that if you set it to UK English it switches to a standard European date format.
 
Damn. The only non-htc device I have is a Samsung tablet (which also lacks an explicit format setting), and with that device changing language (UK to US) changed "18 February 2016" to "February 18 2016", so I was hopeful that this would work with your Motorola too.
 
My Oppo has a definite global date format setting, dd/mm/yyyy, mm/dd/yyyy or yyyy/mm/dd. With two system language choices, English or Chinese. This is Android 5.1.1.

Not on lg unfortunately, can't change my settings for date format
