I got my new Nexus 6P and it says I can go to Google Settings>Setup nearby device on my old android and touch Nexus 6P and follow the instructions. My old android is my Note 3 rooted and running the final Biggins ROM (KitKat) and I do not see that option. So, is that Setup nearby device a near feature in Lollipop and/or Marshmellow only?

Hello Friend
I hope your Nexus came bundled with Android Marshmallow. Earlier in Lollipop version during the initial setup google added NFC setup to copy data over phone just by tapping each other. Now in Android M google introduced a feature called 'setup nearby devices' at the bottom of settings screen in order for copying profiles without NFC. One could do the copying over wifi or bluetooth. I don't think copying over wifi or bluetooth is OS dependant. You could try starting 'setup nearby devices' on your nexus while enabling wifi or bluetooth on the other/old android phone. I may not be correct but you could always make a try. I hope this will help.
