Yes, its safe. The worst that can happen is your phone will crash and you'll have to try a higher value.
Just make sure you disable the option to 'set on boot' before you mess around trying different values. If you set it so low it crashes, you don't want setcpu reapplying that value every time you boot.
When you are trying out higher than normal values, the same advice applies, except that you also have to be careful that the phone doesn't get too warm.
