Help Setting always on?

Every time I kill all app in task killer and i lock the phone,but every time I unlock the phone and i go to see what apps is runing, settngs are always on??

its that normally or not?
every time settings are on I must kill with task manager,maybe task manager run settings?

Dont kill anything dude,you are doing more harm than good,its not windows,no need for task killers.
