setting install location as external doesn't work properly

Hi,
I'm using not rooted S3 mini with Jelly Bean 4.1.2. I've used pm set-install-location 2 command with SDK and everything went smoothly. I've check install location with Terminal Emulator and it says 2[external], but when I install apps everything still goes to internal memory. Does phone have to be rooted or there's problem somewhere else?

Sorry but this won't work until you rooted your phone. If you did, try this.

Go to the play store and get the app Terminal Emulator and then when you first open it, I'll show a line and a keyboard. Type these two commands (IF YOU ROOTED YOUR PHONE)

SU (notice when you press enter it the prompt will change into a #)
pm set-install-location 2 (2 is external 1 is internal 0 is auto)
