Setup 2G and 3G data plan to specific Apps/task

Hi All,

I am new to Android and got a new Samsung Galaxy S2+ a week back.

I have both 2G (unlimited) and 3G (limited) plan for my mobile. I would like to assign the 2G data plan for eMail, Sync up and other off-screen related jobs. Similarly, assign the 3G data plan for browser, downloads, Truecaller and other on-screen related Apps/jobs. Please let me know if this option is available in Android 4.1.3
