are sgs2 bought in saudi cannot be used in other countries, saudi agents say that it is not for international....

If the model number is i9100, then that is the international version of the S2. It may have some custom firmware that limits its country or carrier, but you most likely can flash to a generic rom and use on any carrier with the proper sim card.
