Help Sharing data between a smartphone and computer

Is there any device out their that will allow for me to share data instantly with a smartphone, without needing the smart phone to have an application? Basically I want to be able to take pictures with a professional camera, have them sent to my computer for editing, and then allow for someone to use their phone to grab a copy of the completed picture. I have everything down except how to get the picture to the phone instantly. Hopefully I can find a way without needing to get the person to install something on the phone but if not, that is fine.

is something like dropbox out of the question? or google drive perhaps?

Even without an app on the phone, if your pc uploads the pics to cloud storage (Dropbox for example), they will be viewable via the phone's browser
You would just have to send them the link to the file or folder via txt or email etc
