Help Shortcut button not coming up.

So I have a Samsung Galaxy Tab 2 7.0, and recently whenever I held the power button down to turn it off completely the little shortcut menu would not come up. Instead it would just reboot. I tried going in setting and activating the shortcut menu when power button is held down, but to no avail.
