Help Should I replace my camera or just the lens?

I bought a used phone and its great except this one little issue bugs me.

If you can see in the image there are three little black dots. Its barely noticeable unless the background is very light.

I was wondering if this is the camera ,a 15 dollar replacement, or just the glass /lens, a 4 dollar replacement.

It's kinda hard to replace just the lens. I think you can buy a new camera for about $5, and it's pretty easy to replace.
