Showing incorrect location

I apologise if the solution is already out there, I just haven't been able to find a coherent one as of yet...

So my location is acting up on my oneplus 3T. The default weather service (AccuWeather) suggests I'm in Harusatocho, Japan, and Google Maps is out by about 800m.

I have updated to android 7.1.1, my location is on high accuracy and I have even downloaded the GPS test app and done the AGPS 'clear and update'- this fixed the problem on Google Maps only for about 30 seconds, which then reverted back to being 800m away.

I didn't have any problems with location in this area with my last phone (LG K8), but the location is also inaccurate in other areas too, which makes me think it's a problem with the phone.

Any help and suggestions are appreciated.

Set it to "device only" and see whether the Google Maps accuracy improves. If it does that tells us that it's the wireless location that's messed-up. If not then there's a problem with the GPS. Unfortunately if it's wireless that's wrong it probably won't help with the weather app as they mainly use wireless location only.

Setting to device only fixed Google maps, which was the main worry, so thanks for that. As predicted, it did not help with the weather.
Is there anything I can do then? What do you mean exactly by 'wireless location', is it something out of my control?

The phone has 2 location systems. GPS is based on the timing of signals from satellites. "Wireless" means using a map of the locations of basestations and WiFi hotspots visible to the phone to work out the location. So-called "high accuracy" mode uses both together. You can choose to use one, the other, both or neither.

If you turn WiFi off and disable the "scanning always available option" in the Advanced WiFi settings (that let's Google's location service use WiFi even when you turn it off) then I guess the wireless part of the location service would use just the cellular basestations, so if the problem was in the WiFi that would correct it (but only as long as WiFi is off - it would go wrong if you turned WiFi on). Problems due to an out of date WiFi map are usually localised though. If their map of cellular basestations is wrong that will be harder to fix - I don't know whether there is a way of notifying Google of problems that they actually pay any attention to.

When I moved home about 18 months ago my location using 'battery saving' mode (my usual setting) ie. GPS off, remained at my previous address for 5 to 6 weeks at which point it changed to my new address clearly using wifi location given by my wifi access point (my hub) which was obviously in the database, updated 5 to 6 weeks after the move.

If I disable wifi scanning and use just cell network location it locates me to within a circular area of approximately 250 yards radius the centre of which is about 800 yards from my home giving a location error of between 550 and 1050 yards.

When I enable wifi scanning the location changes to within 4-5 yards of one of two access points I have in my home, some twenty yards apart, depending on which one is in range, indicating that both are in the database.

Enabling GPS does not improve on this as signal reception is poor in the building.

I'm assuming you can see and are able to connect to at least one wifi access point and if so is it yours? I ask this because I believe it is possible to exclude an access point from Google's database.

Apart from the actual change of device can you think of anything that is different since you had the LG K8?

The 800m (assuming that is metres) error could well be a cell network location tending to suggest that you are not seeing a wifi location at all, or one that doesn't make any sense, after all, the cell network knows which masts you are in range of all the time.

I have no clue where Harusatocho comes into the equation .
