I'm attempting to sideload 5.1 onto a Nexus 6 that I ordered directly from Motorola (no Googleplay store, no Verizon).

I have all of the files in the correct places, etc.. It goes into recovery mode, get the little android symbol with the "!" mark. Now you're supposed to hit volume up and power at the same time (I'm assuming that you hold them down?). It does not go into the screen that allows me to load from ADB, it just boots up normally.
What am I doing wrong?
